Meta tags are HTML codes that are inserted into the header on a web page, after the title tag. In the context of search engine optimization, when people refer to meta tags, they are usually referring to the meta description tag and the meta keywords tag.
If your building a site your self from scratch then this would be some thing you'd need to add. A lot of site's that come as a package such as Joomla or Vbulletin will have fields you fill in your self in there main admincp options.
Example of a meta tag for this site:-
Meta Description, Plsyattion3 clans the only place to get your clan noticed. (this would now appear in a search engine as what the site is after the site name)
Meta Keyword, Playstation 3 clans, ps3 clans, clans, CoD clans, BF clans. (basically listing things you would like your site to appear in in other search results doesn't work all the time but worth doing)
